Since 1972, the Sacramento Area Black Caucus, Inc (SABC) has been at the forefront of advocacy in our community helping to secure and protect the civil and human rights of our people.

Every year the diverse list of Caucus activities grow. These activities have affected important aspects of the lives of Black people in Sacramento; from lobbying officials, boards and commissions as to the needs of our community, supporting issues which are beneficial to our people and vigorously opposing those which are not.

The SABC has continued to sponsor and support Black community institutions that have taken positions on important issues and cultural programs such as; Black History Month, Kwanzaa, Dr. Martin Luther King, Jr’s Birthday Celebration and Malcolm X Commemorations. We understand that celebrating our experiences is essential for our growth as culturally strong people.

Whether it is ensuring that our children have the best educational opportunities or that our neighborhoods have appropriate recreational and educational facilities, or whether it is representing job related grievances, the Sacramento Area Black Caucus has demonstrated its commitment to the Black Community. What we believe…

•We believe that African Americans have a right to live dignified lives.
•We believe that African Americans must aggressively pursue their rights
•We believe that African Americans organizations are instruments to be used, to accomplish our goals.
•We believe that African American organizations should always represent the interest of Black people.
•We believe that African Americans must support those organizations that are on the frontline of the struggle for dignity and our eventual liberation.
•We believe that parts of the United States is racially prejudiced, chauvinistic and that the nation does not embraced the underserved and the disenfranchised, therefore, it is necessary for African Americans to organize and collaborate in order to protect and advance African American interests.

SABC’s committees: Education, Membership & Community Outreach, Fundraising, Political and Sunshine/ Friendship and a variety of Ad Hoc committees.

Sacramento Area Black Caucus (SABC)

1972-2013

Our History
The Sacramento Area Black Caucus was originally formed as an umbrella organization for Black organizations and individuals in the Sacramento Area. The initial meeting of interested organizational representatives and individuals was called together during February of 1972 by Dr. William Lee, publisher of Sacramento Observer, and Sonebeyatta Lumumba, representative of the Republic of New Africa. The meeting was held in the conference room at the Sacramento Observer Newspaper office.

Subsequently, early meetings were held at the Century Chapel Methodist Episcopal Church on 29th Ave. At those meetings the by-laws and articles of incorporation were produced. Fred Foote and Robert Tyler played key roles in bringing together these early documents.

The organizational by-laws were adopted on April 23rd, 1972. The first Chair was Rev. S. L. Higgins.

The first public appearance of the Caucus was at a Sacramento City Council meeting where the caucus launched an attack on the Council’s failure to appoint Black people to the city’s boards and commissions. There were only two Black people on all the city’s boards and commissions, and none on such important bodies as the Civil Service Commission, the Planning Commission, and the Redevelopment Commission.

Sacramento at-large-including the city council-was shocked to learn that the caucus existed. The Caucus’ statements were widely reported in the press. A Black student at Harvard even wrote a paper on the dramatic appearance of the Caucus. The paper subsequently appeared as an article in the Sacramento Bee.

The Caucus changed from an umbrella organization into one more, specific, black organization because members became disappointed with the necessity of waiting at least one month for every proposed action to enable each member organization to meet and consider Caucus recommendations.

Once the Caucus became an independent organization, it was instrumental and successful in addressing a variety of issues impacting the Black community.
