H.R.7120 - George Floyd Justice in Policing Act of 2020

This bill addresses a wide range of policies and issues regarding policing practices and law enforcement accountability. It includes measures to increase accountability for law enforcement misconduct, to enhance transparency and data collection, and to eliminate discriminatory policing practices.

The bill facilitates federal enforcement of constitutional violations (e.g., excessive use of force) by state and local law enforcement. Among other things, it does the following:

  • lowers the criminal intent standard—from willful to knowing or reckless—to convict a law enforcement officer for misconduct in a federal prosecution,
  • limits qualified immunity as a defense to liability in a private civil action against a law enforcement officer or state correctional officer, and
  • authorizes the Department of Justice to issue subpoenas in investigations of police departments for a pattern or practice of discrimination.

The bill also creates a national registry—the National Police Misconduct Registry—to compile data on complaints and records of police misconduct.

It establishes a framework to prohibit racial profiling at the federal, state, and local levels.

The bill establishes new requirements for law enforcement officers and agencies, including to report data on use-of-force incidents, to obtain training on implicit bias and racial profiling, and to wear body camera

The George Floyd Justice in Policing Act of 2020 is a civil rights and police reform bill drafted by Democrats in the United States Congress, including members of the Congressional Black Caucus. The legislation was introduced in the U.S. House of Representatives on June 8, 2020.[1][2] The legislation aims to combat police misconductexcessive force, and racial bias in policing.[3][4]

The bill passed the Democratic-controlled House of Representatives on a mostly party-line vote of 236–181, but is not expected to advance in the Republican-controlled Senate.[5][6] President Donald Trump opposes the legislation.[6

Black Politics After the Civil Rights Movement: Activity and Beliefs in Sacramento, 1970-2000


This important study posits a new way of understanding how ordinary Black people used the 30 years following the civil rights movement to forge a new political reality for themselves and their country. While following national trends closely, it focuses particularly on the political environment of Sacramento, California, from 1970 to 2000. Having a racial profile that is remarkably similar to the nation's demographics as a whole, Sacramento serves as a useful national proxy on the racial question. Unlike most studies of Black politics over the era, this text pays close attention to minor actors in the political process, yet places them within the context of the larger political world. We see, for example, the local effects of the War on Poverty, the Harold Washington mayoral campaigns, the Rainbow Coalition, the Million Man March, and the great increases in locally appointed and elected Black officials within the context of similar campaigns and movements nationwide.

  • Black Americans still face massive disparities and inequalities in accessing the right to vote 150 years after the passage of the Fifteenth Amendment, which extended the franchise to Black men.
  • Due to ongoing racial disparities in felony charges and convictions, Black Americans are more likely than whites to be disenfranchised due to having a felony record.

The 2020 Black National Convention

 

This year’s BNC is inspired and guided by the historic 1972 National Black Political Convention in Gary, Indiana. convened to propose a National Black Agenda that would hold any candidates seeking the support of Black voters accountable to the needs, interests, and aspirations of Black people. Building off of this legacy, the 2020 BNC aims to reach and engage four million Black voters across the U.S., build infrastructure of Black political engagement that transcends the 2020 election season, and create and ratify a policy platform for the first 100 days of the next administration.
